		<description><![CDATA[Great insight.  Proponents and opponents of  &#039;Durbin&#039; tend to view the debit/credit card payments world as a titanic struggle for supremecy between issuers (FIs), amalgmating behind the VISA-MC brand oligopoly...and acquirers (retailers) riding the coat-tails of the national chains.   Durbin was a tactical win for the acquirers.  It will certainly spur innovation as issuers regroup.  But, the new alliances may turn out to be issuer-acquirer partnerships.   Imagine Wells-Target squared off against B of A-Walmart...rewards programs morph into branded offers...instant gratification.  Meanwhile, mobile and other non-card initiated transactions claim new ground.   Clearly, the world will not be the same.   And, that&#039;s probably a good thing.   Alas, &#039;Durbin&#039; may have unwittingly provided the incentive for building the new order...sooner.        Mike M, Atlanta.]]></description>
